So shocking...not.

Twelve current and former principals, an administrator and a vendor with Detroit Public Schools are facing federal charges, according U.S. Attorney Barbara McQuade

McQuade, The FBI and the Internal Revenue Service are holding a news conference in Detroit at 1 p.m. this afternoon to discuss the case, according to a statement released Tuesday morning.

In October, the FBI launched a corruption investigation involving Detroit Public Schools and the Education Achievement Authority to determine if contracts were awarded to vendors who paid kickbacks.

In December, a federal grand jury in Detroit indicted a former EAA principal and two school vendors on charges of money laundering, conspiracy and bribery.

Prosecutors said Kenyetta Wilbourn Snapp, former principal of Mumford and Denby high schools, was part of a kickback scheme along with co-defendants Paulette Horton and Glynis Thornton.

Horton was an EAA vendor who conspired with Snapp and Thornton, a tutoring vendor, to take money from the federally funded school district to enrich themselves.

All three have entered guilty pleas in the case. Sentencing is scheduled for June.

The EAA was created in 2011 by Gov. Rick Snyder as a school district to turn around Detroit’s lowest performing public schools.

Cross post to Things You Expect to Hear. It's kind of surprising that the principals in DPS have any sort of petty cash or discretionary funds at all. Aren't centralization of purchasing and sourcing best practices for, like, everything from households to big-assed corporations?

The judge running the place now says that position will be re-instated.

Much as I'd love to think Earley created the circumstances for this, the criminal complaints say the kickbacks and such go back several years.

They didn't steal it FROM DPS, they stole it before it got there

So what ends up happening to DPS?
Control of the legislature isn't going to shift, which means the attitude toward DPS isn't going to change. Blaming the EMs for the current financial state will go nowhere (nobody cares, and that includes the new residents clamoring to rent downtown) and the district figures to be under crippling debt for a while.
Bankruptcy won't save it because the district still will be full of administrators who know no other way to do things. Charters can reject the dregs and just recycle them back into DPS.

For as much as the country followed the municipal bankruptcy, I get the feeling DPS's twilight will be just as interesting.

Pretty much the way it was planned. The knowledge of the rampant decades-long corruption combined with poverty and various other societal ills, which ensures low test scores, probably puts the nail in the coffin. The powers that be know that all those factors together make DPS ripe for shuttering and opening the education free market. Which once it is entrenched, the model will be applied to all the rest of the urban public schools. Once that happens and doesn't show any better results, the next new wave of money making education schemes will be hatched...probably to include vouchers. Vouchers which will not allow poor kids to go to schools in less poor areas because vouchers don't pay for child care and transportation to actual better schools. Vouchers just allow parents who already send their kids to private schools to get subsidies. Private schools that cost 25K+/year that the average test scores would plummet if they actually had to admit poor kids.

I'm glad I will be out of the education business in about 5 years. It wasn't a business when I started. Test scores started dropping when it had to begin to be run like a business.

I shudder every time some asshole says schools need to be run 'like a business.' Same goes for government, too. The minute someone opens their mouth and starts spewing this horse shit, I have to walk away.

It seems to me before anyone addresses the culture of corruption in DPS or the educational standards, or the bumblefuckery of the overall administration, something needs to be done to plug the holes that allow hundreds? thousands? of kids to leave the district's boundaries everyday and take their funding with them. This goes for other teetering districts too. DPS should be a canary in a coal mine here for quite a few other local districts. At some point someone who's being honest needs to point out all this voucher, school or choice and charter stuff IS the single most significant problem facing the finances of DPS.

the reality is that someone needs to first block the exits. then maybe an EM or a Task force can revamp the rest of the system. And yes, stop treating it as a "business" . We are right now seeing the results of treating education and schools as a "product" . It just doesn't work like that.

I have mixed feelings about government-anything being regarded as a business. Economic incentives and accountability work really well. Things like spot-bonuses and profit-sharing often work wonders for employee morale and productivity, and while not unheard of the kickbacks at the top of this iteration of the thread are pretty uncommon in my private sector experience due to checks and balances and competent oversight. Example: a valuable asset turned up missing in a recent audit of the local office of my company; the wolves are circling and so I expect whomever hustled a Segway out here under the cover of night will be found out and the piper paid. I'm remember the support staff in my DPS experience who would sleepwalk through their day -e.g. taking all afternoon to dust mop a single hallway- and contrast this to a world where annual performance appraisals are leveraged to move out the sluggards. Very hard to argue against this part of the "business" value proposition.

Yet, to Beav's point, something must be done with those "poor" kids who likely will fail no matter the district.

Some kind of blended model, I guess, is in order: proper doses of compassion / no one left behind and no-nonsense accountability where it makes sense & can be enforced.

So today I'm reading about this Fyre music festival organized by Ja Rule and taking place over two weekends on an undeveloped atoll in the Bahamas. They promoted it with pictures of Kendall Jenner and other bikini models frolicking on the sand. Tickets are as much as $12,000. First off, I've only even heard of one of the acts (Blink 182 heard of but never heard) and they cancelled.

The picture shows the luxury accommodations and the catered gourmet meal. Oh, you're a vegan? Give us the cheese back and take a slice of iceberg lettuce.

Now all these people are scrambling to get off the island but there's nothing near enough flights to accomplish that. It's like some refugee scene. $12K for a weekend in Somalia? Don't think so. Refunds are offered but you know they can't back that up. I'm finding it difficult to muster up much sympathy for people with too much time and money and too little taste. I've heard that the Bahama is pretty much a dump anyway. Maybe it was nice in the 60's but now it's described as a worn out colony.

Cross to Stupid Celebrities.

In their defense, I don't think the organizers were trying to fuck everybody as much as they just had no idea what they were getting into. Red Bull or Pepsi could have pulled it off; they know how to deal with crowds and Kendall Jenner.

edit: Did I say $12K? Apparently tickets went for as much as $125K. For that kind of change I'd want my cheese melted (if I liked cheese).
