Nope. In Orwell's dystopia, PRIVATE places were monitored. That's the difference. Think Orwell's two-way telescreens. Also, CCTV cameras are not hidden or disguised, in most cases. We all know there are cameras on ATMs, and security cameras are generally made to be purposefully conspicuous to deter crime. In Orwell's world, they would either be disguised or called something other than a camera using doublespeak. Just because someone wrote a book involving privacy and cameras doesn't mean invoking his name ends an argument.
