According to Madison Heights police department's review of the messages, "...the suspect offers money and video games to the victim in exchange for a video of the victim. The suspect specifically requested that the victim be naked, and he preferred that the victim be alone."

Okay so maybe his actions didn't rise to criminal activity it's still icky as hell.
Hard to remember back five years ago, before we knew what we know today about Charles Pugh the creepy mentor, Charles Pugh the unrepentant debtor, Charles Pugh the evader, etc., to the news anchor whom everyone liked and politics seemed like a natural progression.
I'm afraid I can't agree with not filing charges. If a man had requested nude video of a young girl or touched her thigh in such a manner, he'd be in jail.
I think the not filing charges has to do with the fact that the student appears to have been 18 years old at the time of the incidents.
