That's just one asshole's opinion. Of the handful of places I checked, all of them had at least three stars from Yelpers. And of the places I have been to on her list, have all been average to above average.
By using the El Dorado Atmospheric and Oceanic temperatures thermal map. I caculated the contrary direction where the polar jet stream is going and it didn't look pretty.

There's always one, one unreasonable prick as well as one horrible dining experience that is inexcusable. For my part, I try to be as sweet as pie as well as likeable because I don't want lousy service and I don't want my food to get trashed. But just as there's nothing to be gained by being a bad customer there's nothing to be gained by being a shitty server or by be shitty to your customers. I don't raise a stink or send letters to the owner, rather I vote with my feet and take my biz elsewhere. Last December I was with a small group out trying to have a meal and we went into a seat-yourself local bar with a grill. It was a busy night and as we approached the sole open table a harried served snarked out: that table is reserved, that's what the "reserved" sign means. It was a small sign laying flat on the table so we'd missed it, but still: why be an asshole waitress? We were all semi-regulars and it wasn't like we were storming in like we owned the place. So we left and for the part of me & my wife we haven't been back. Will they go bust or will the waitress take an insurmountable hit because we've boycotted? Probably not, but throw in the odd night out with the ten or 15 in tips each time and ask: was it worth the 50 bucks over the past five months, Ms. Bitch, to throw in a dig because you were busy one night?

While Frank is voting with his feet, the bitch of a waitress has probably moved on. My experience with dining out is that if it's a venue where you can get an entree for under $12 you will get shit service: water won't be refilled, the server will have to be hunted down for the check, ....you know. These are jobs that have no barriers to entry, fewer barriers to exit, and owners/managers don't give a shit as evidenced by a total absence of training or supervision of staff.

Whoever said tipping is broken nailed it. Yes, they'll get their 15-20%, or a higher percentage if I'm just grabbing a burger at a dive because nobody tips less than a buck even if the tab adds up to $3.75. I know it's their only income but, seriously, TIPS=To Insure Prompt Service is a myth. The tip comes when it's over, past the point of any recovery, and is only given as an obligation (which can be waived). When I run the world, servers will be paid what they're worth. The cheapo places will pay minimum wage, eye rolling and snark will still be free, and more upscale joints will pay a living wage if their staff approaches a level of service one would expect from professionals.

Granted, this is many years ago, but I still remember my first dollar tip. I worked in a greasy spoon up in Almont and an out of towner (female) came in and ordered a bowl of soup and a cup of coffee. After I spilled her soup and slopped it on her and apologized profusely, she handed me a dollar for a tip. I was so freaked out I told her I wasn't allowed to take that much. She insisted so I did. Part of the problem is that most of my morning clientele were the local businessmen who came in for a coffee klatch each morning and left me the change from their individual cups of coffee. Coffee was .21 including tax back then, so they each left me .04 as a tip. Cheap bastards.

My common tip is 25 percent if I don't know you. My regular bartenders and wait staff get 35-40 percent because they take care of us...on a big bill I've dropped 50 percent. You get what you pay for...

I tip based on performance, but I also have a progressive sliding scale based on the price of the meal/drinks. There's a little diner near me that just has abnormally prices. It's tough to run up much of a bill there, and even 25 - 30%% seems unfair to the waitresses who are as nice, customer-oriented and professional as those at a Ruth's Chris or Andiamo's. I've gone there for lunch with one of my young charges on a day when "kids eat free", and had a $6 bill for the two of us. A $5 tip doesn't seem out of whack.

On the other hand, a sub-par waiter at a nice restaurant shouldn't be getting a $50 tip for providing uninterested, tardy and mechanical service to a party of four, even if that's the way the math works out.
